Plan an HRD Corp Claimable Programme
Share your training objective, headcount and proposed dates. We can discuss the programme, provider documents and application steps.
An HRD Corp claimable team-building programme starts with a grant application from the employer. After the approved training takes place, the registered training provider submits the course-fee claim. The employer then submits any eligible claim for other allowable costs.
Approval matters before the event. Under HRD Corp’s published rules, in-house training can begin 14 days after grant approval. Public training can begin three days after approval from 15 June to 31 December 2026; the 14-day interval returns on 1 January 2027. Submitting the application early does not replace the approval interval. Read HRD Corp’s Claimable Courses rules.
Image Revamp’s corporate team-building programmes in Malaysia give HR and L&D teams a starting point for discussing the training objective, format and participant group. Confirm the specific provider, course and grant details before treating a proposed programme as claimable.
What does HRD Corp claimable team building mean?
HRD Corp claimable team building is an eligible training programme delivered under an approved HRD Corp Claimable Courses grant. The employer, registered training provider, registered course and proposed training must meet the scheme’s requirements.
HRD Corp lists a minimum training duration of four hours for in-house and public training. A social event with a short activity slot should not be assumed to qualify. Ask how the course content, training hours, trainer and attendance will be documented. HRD Corp’s programme overview and Claimable Courses grant guide set out the scheme details.
Who applies for the grant and who submits each claim?
The registered employer applies for the grant. After training, the registered training provider claims the course fee; the employer claims any eligible additional costs after the provider’s claim is approved.
| Party | Responsibility | When |
|---|---|---|
| Employer | Checks eligibility, submits the grant application through eTRiS and responds to any grant query. | Before training |
| Training provider | Supplies course documents, delivers the approved training, records attendance and submits the course-fee claim. | Before and after training |
| Employer | Submits any eligible claim for allowances or other approved costs. | After the provider’s course-fee claim is approved |
HRD Corp explains this order in its grant and claim FAQ, training-provider claim guide and employer claim guide.
When must the grant be approved before training?
In-house training can begin 14 days after grant approval. Public training can begin three days after approval from 15 June to 31 December 2026, then returns to a 14-day interval from 1 January 2027.
| Training type | Published approval interval | Effective period |
|---|---|---|
| In-house | Training can begin 14 days after grant approval. | From 15 June 2026 |
| Public | Training can begin three days after grant approval. | 15 June to 31 December 2026 |
| Public | The interval returns to 14 days after grant approval. | From 1 January 2027 |
HRD Corp also says an approved programme must start within 90 calendar days after the applicable advance-approval period ends. The employer must submit the application before training begins, but that submission date does not start the 14-day or three-day clock. Check the actual grant approval date and the current HRD Corp timing notice before fixing the programme date.
Aim to submit the application at least a month before training where possible. That leaves room for HRD Corp’s review, a query or a new application if the first is rejected. It is a planning buffer, not a substitute for the approval interval.
How does the grant and claim process work in 7 steps?
The seven steps are to define the training need, set the format, check the provider and course, gather documents, apply for the grant, deliver the approved training and submit the claims in order.
Define the training need
State the workplace issue, participant group and behaviour the programme should address. A brief such as “improve handovers between sales and operations” gives the training provider a clearer design target than “do team building”.
Set the format and proposed dates
Agree the training hours, venue, participants and whether the course is in-house or public. Check the relevant participant limits and leave enough time for grant approval before training.
Check the provider and course
Confirm the registered training provider and the specific course that will appear in the application. A general claimability statement does not establish that every proposed format or date will be approved. Check HRD Corp’s grant criteria.
Gather the application documents
Collect the quotation or invoice, trainer profile, training schedule and course content. Make the title, dates, trainee count and fees consistent across the documents. HRD Corp may request more evidence.
Apply and wait for approval
The employer submits the grant application through eTRiS. Check the approval date against the 14-day or three-day interval before training begins. If HRD Corp queries the application, the employer must respond and resubmit within five calendar days or the application expires. HRD Corp’s 2026 update limits an application to one query. See the grant-query steps and 2026 employers’ circulars.
Deliver the approved course
Run the training according to the approved grant and keep the required attendance records. HRD Corp’s 2026 update says an approved grant cannot be modified. If an approved date, trainer, venue, course or trainee list needs to change, the employer must cancel that grant and submit a new application. A queried application can be corrected in response to HRD Corp’s query. See the 2026 employers’ circulars and query guidance.
Submit claims in order
After training, the provider submits the course-fee claim with the required invoice and attendance documents. Once that claim is approved, the employer submits any eligible claim for other approved costs. HRD Corp states a six-month claim window from training completion. See the provider claim steps and employer claim steps.
What should an employer prepare before applying?
Employers need seven inputs before applying: eligibility, training objective, provider and course, schedule, application documents, cost breakdown and an attendance record plan.
- Confirm HRD Corp registration, levy position and eTRiS access.
- Define the training objective and the employees who will attend.
- Confirm the registered provider, course and trainer.
- Record the proposed format, venue, dates and training hours.
- Collect the quotation or invoice, trainer profile, schedule and course content.
- Separate the course fee from proposed allowances and other costs.
- Agree who will record attendance and retain each claim document.
The HRD Corp Claimable Courses grant guide lists the application documents and eligibility conditions.
Which team-building costs are claimable?
The approved course fee is one claim item. Other costs have separate eligibility rules, limits and evidence requirements.
HRD Corp lists items such as meal allowance, consumable training materials, venue or hotel rental packages, and transport or airfare, subject to its current Allowable Cost Matrix. A retreat package, accommodation or social activity is not automatically covered because the training component is claimable. Ask for a cost breakdown and check each item against the HRD Corp Claimable Courses guidance and Allowable Cost Matrix FAQ.
What should you confirm with Image Revamp before booking?
Confirm four programme details with Image Revamp before the employer submits a grant application:
- Which registered provider and specific course will be used?
- Which quotation, course outline, trainer profile and schedule will be supplied?
- How will attendance and claim documents be recorded and shared?
- Which administrative steps will Image Revamp support, and which must the employer complete in eTRiS?
Frequently asked questions
These answers cover the approval and claim questions employers most often need to settle before booking.
Is every team-building programme HRD Corp claimable?
No. The employer, registered provider, course and training plan must meet the scheme requirements, and HRD Corp must approve the grant. Confirm the exact programme proposed for your team.
Can training start two days after grant approval?
No for in-house training under the published 14-day rule. Public training from 15 June to 31 December 2026 needs a three-day approval interval; from 1 January 2027 it returns to 14 days. Check HRD Corp’s current timing notice.
Can we apply after the training has taken place?
No. Registered employers must apply before training begins. Check the approval notice and the applicable approval interval before the course starts. See HRD Corp’s grant FAQ.
Can an employer correct a queried application?
Yes. HRD Corp’s query guide tells employers to amend the information identified in the query and resubmit within five calendar days. An expired application needs a new submission. See the query guide.
Who claims the course fee after training?
The registered training provider submits the course-fee claim. The employer can submit claims for eligible other costs after the provider’s claim is approved. See HRD Corp’s claim FAQ.
HRD Corp guidance checked on 5 October 2026. Confirm the latest rules and the details of your proposed grant before training.
